Abuja, Nigeria – The newly appointed Chairman of the National Population Commission (NPC), Dr. Aminu Yusuf (Talban Wushishi), has officially assumed office, unveiling an ambitious Seven-Point Strategic Agenda aimed at modernizing Nigeria’s demographic data systems and restoring public confidence in the Commission.

Speaking during his inaugural address at the NPC Headquarters in Abuja, Dr. Yusuf expressed gratitude to President Bola Ahmed Tinubu, GCFR, for entrusting him, along with two newly sworn-in Federal Commissioners representing Nasarawa and Yobe States, with what he described as a “solemn national responsibility.”
Rebuilding Confidence in Nigeria’s Demographic Systems
Dr. Yusuf recalled President Tinubu’s charge during the swearing-in, emphasizing the need to rebuild public trust and deliver a credible, technology-driven national census. He described the President’s remarks as “a call to national renewal” and pledged unwavering commitment to transparency and professionalism.

He also commended his predecessor, Hon. Nasir Isa Kwarra, for strengthening the Commission’s institutional foundations, affirming that the reforms ahead would build on past achievements.
Seven-Point Agenda for Transformation
The new Chairman outlined a comprehensive reform blueprint designed to reposition the NPC as a globally competitive institution. The agenda includes:
- Stakeholder Engagement, Partnerships & Public Confidence
Enhanced collaboration with state and local governments, traditional rulers, civil society, academia, media, and international partners such as UNFPA, UNICEF, and WHO. - Census Delivery
Commitment to executing a fully digital and biometrically verified Population and Housing Census that meets international standards. - Digitization of Civil Registration and Vital Statistics (CRVS)
Expansion and modernization of birth and death registration nationwide, including stronger integration with health institutions and identity management agencies. - Infrastructure Completion & Upgrade
Fast-tracking the completion of the new NPC headquarters while improving offices and ICT infrastructure across the country. - Data Quality, Research & National Surveys
Strengthening Nigeria’s demographic research capacity, ensuring reliable data for planning in sectors such as health, education, security, and housing. - Strategic Population Management
Providing government with timely analyses of fertility, mortality, migration, urbanization, and population projections to guide national planning. - Institutional Strengthening & Staff Welfare
Prioritizing human capital development, staff motivation, ethical standards, and a performance-driven workplace culture.

“Our Mandate Is a National Duty”
Dr. Yusuf assured Nigerians that the Commission will produce data that is “scientifically sound, transparently generated, and reflective of the nation’s true demographic realities.” He stressed that reliability, integrity, and adherence to global best practices will guide every operation of the NPC under his leadership.

A Renewed Commitment to National Service
As he concluded his inaugural speech, Dr. Yusuf called on all Commissioners, management staff, and field officers to join him in the task of repositioning the NPC for national relevance. He noted that the work ahead will require discipline, innovation, patriotism, and collective resolve.

“Together, we will build an institution that future generations will look upon with pride,” he said, praying for divine guidance as the Commission embarks on what he called a transformative era.
