Why We Conduct Post Enumeration Survey After A Census

The Executive Chairman of the National Population Commission Hon. Nasir Isa Kwarra says that after the successful conduct of a census exercise, it becomes all-important to conduct Post Enumeration Survey (PES) so as to engender Users’ confidence in adoption of the Census results for numerous and various purposes in any country of the world, particularly in Nigeria with regards to the 2023 Census results.

Writing in his preface to the Manual of Instructions, which is being used for study in the ongoing 10-day Workshop on 2022 Trial Post Enumeration Survey in Abuja,  Hon. Kwarra emphasized that Post Enumeration Survey is a most globally acceptable means of ascertaining the quality of Census results, stressing that a Population and Housing Census has several uses to a nation, stressing that it provides the total number of persons and housing types and their characteristics in every town, village or locality.

“This information provides data for planning programmes in education, health, housing and other social service at all levels of governance.

“In addition to its use by the government, information derived from the census helps the business/private sector to plan their activities.  However, in giving more credence to the census result for effective utilization, PES is needed”.

“To conduct the 2023 Population and Housing Census and Post Enumeration Survey (PES), the Commission is adopting the Computer-Assisted Personal Interviewing (CAPI) that will be used.  These questionnaires will be administered on all living quarters and person’s resident in Nigeria at the time of the Census.  PES Questionnaires would be administered only in selected Enumeration Areas (EAs) with the use of PDAs” he said.

Hon. Kwarra explained further that the manual is designed to guide workshop participants on how to administer the PES Questionnaires and also as the main training material.

He therefore, implored all PES functionaries to participate fully in the training programme and work very hard and assiduously so that the objectives of the PES will be fully attained.
