The Pan Niger Delta Forum (PANDEF) has expressed profound sorrow over the passing of one of its founding Board of Trustees members, former Minister of Science and Technology, and renowned scholar, Professor Turner T. Isoun, who died on Wednesday, July 15, 2026, in Abuja at the age of 87.

In a statement signed by its National Chairman, Ambassador Dr. Godknows Boladei, OON, and dated July 17, 2026, PANDEF described the late professor as an exceptional scientist, visionary leader, and distinguished public servant whose contributions to Nigeria’s scientific advancement and the development of the Niger Delta remain immeasurable.
According to the organisation, Prof. Isoun lived a remarkable life dedicated to excellence in scientific research, higher education, and national service. Throughout his illustrious career, he served in several strategic positions, including Special Adviser on Science and Technology to the Rivers State Government, Pioneer Vice-Chancellor of the Rivers State University of Science and Technology (now Rivers State University), and Minister of Science and Technology during the administration of former President Olusegun Obasanjo.
PANDEF noted that his tenure as minister marked a transformative era for Nigeria’s science and technology sector, with landmark institutions established under his leadership, including the Nigerian Institute of Biotechnology, National Information Technology Development Agency (NITDA), Nigeria Communications Satellite (NIGCOMSAT), National Space Research and Development Agency (NASRDA), and the Galaxy Backbone Technology Hub.
The statement further highlighted Prof. Isoun’s academic distinction as a Fellow of the Nigerian Academy of Science and a Fellow of the African Academy of Sciences**. He was also the founder of the Wetland Centre in Yenagoa, Bayelsa State, pioneer Chairman of the Bayelsa Education Trust Fund, founding leader of the Rivers Study Group, and a recipient of the national honour of Officer of the Order of the Federal Republic (OFR).
Reflecting on his contributions to PANDEF, the organisation recalled that Prof. Isoun was instrumental in the establishment of the forum in 2016, particularly in drafting the historic 16-Point Agenda presented to former President Muhammadu Buhari on November 1, 2016, outlining key developmental priorities for the Niger Delta region.
PANDEF also acknowledged his generosity in donating the Wetland Centre in Yenagoa to serve as the forum’s temporary National Secretariat, a role the facility continues to play.
“Professor Turner T. Isoun was a visionary statesman whose intellect, patriotism and unwavering commitment to the advancement of science, education and the Niger Delta will continue to inspire generations. PANDEF salutes his invaluable national service and remains committed to preserving his enduring legacy,” the statement said.
The organisation extended its heartfelt condolences to the Government and people of Bayelsa State, the people of Odi, his beloved wife of 60 years, Mrs. Miriam Isoun, and the entire Isoun family.
As a mark of honour and respect, PANDEF directed all its branches across Nigeria and in the diaspora to observe a three-day mourning period beginning Tuesday, July 21, 2026.
The forum added that funeral arrangements would be announced by the family in due course.
