NPC Inaugurates Five Committees to Drive Census City PPP Project in Lagos

The National Population Commission (NPC) has formally inaugurated five committees to oversee the implementation of the NPC Census City Project in Surulere, Lagos, under a 100% unsolicited Public-Private Partnership (PPP) arrangement.

Speaking at the event held at the Commission’s headquarters in Abuja, today, 7th April 2026, the NPC Chairman, Dr. Aminu Yusuf, represented by the Federal Commissioner representing Delta State, Hon. Mrs. Blessyn Brume-Ataguba said the inauguration marks the beginning of a “structured and accountable process” that must deliver a project of national importance with precision, transparency, and strict regulatory compliance.

The project, described as a strategic institutional intervention, aims to reposition the Commission for greater efficiency, operational coherence, and long-term sustainability. Dr. Yusuf explained that the initiative will adopt a Design, Build, Own, and Operate (DBOO) PPP model in which the private sector will finance, deliver, and operate the project within defined contractual parameters.

Emphasizing transparency and accountability, the NPC Chairman stated that all procedures will conform to the Infrastructure Concession Regulatory Commission (ICRC) Act, relevant PPP guidelines, and the Public Procurement Act of 2007.

The inaugurated committees; the Project Delivery Team, Advisory Team, Standard PPP Monitoring Committee, Project Steering Committee, and Evaluation and Negotiation Committee, constitute the governance framework for the project. Dr. Yusuf noted that their performance will determine the credibility and overall success of the initiative.

He charged the committees to uphold transparency, accountability, and value-for-money principles, while maintaining confidentiality, avoiding conflicts of interest, and adhering strictly to timelines and reporting protocols.

Dr. Yusuf concluded by reiterating the Commission’s expectation of “a bankable and well-structured PPP transaction that delivers measurable and sustainable value to the nation.”

Those present at the event included NPC Federal Commissioners, the Director-General, and the representatives of the Infrastructure Concession Regulatory Commission and the Beacon Square Limited, as well as members of the committees.
