The Nigerian Content Development and Monitoring Board (NCDMB) has launched the Nigerian Content Trainers’ Registration Certificate (NCTRC), a digital certification platform designed to enhance quality assurance and standardisation in human capacity development across Nigeria’s oil and gas industry.

The platform, which became operational on July 27, 2026, is accessible through the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC-JQS) portal.
According to a statement signed by the General Manager, Corporate Communications, Dr. Obinna Ezeobi, the NCTRC was developed to assess, inspect, verify and rate training service providers operating within the nation’s oil and gas sector.
The initiative implements the Regulation for Training in the Nigerian Oil and Gas Industry, issued in February 2021, which empowers the Board to prescribe minimum standards for training facilities, technology and personnel development, while also verifying training information submitted through the NOGIC-JQS portal.
Developed by the Directorate of Capacity Building through its Infrastructural Development Division, the certification framework evaluates training providers based on the quality of their facilities, instructors, equipment, accreditations, operational capability and previous training experience.
The certification covers 11 specialised training areas, including Health, Safety and Environment (HSE); Engineering and Quality Assurance; Petroleum and Geosciences; Drilling, Production Operations and Oil and Gas Processing; Facilities Design and Construction; Project Management; Supply Chain Management; Asset Management and Maintenance; Information and Communication Technology (ICT); Entrepreneurship, Soft Skills and Oil and Gas Business; as well as Maritime, Nautical Studies and Offshore Logistics.
Training providers will be assessed against clearly defined criteria, including the availability of qualified instructors, relevant accreditations, training infrastructure, equipment and on-the-job training capability.
Successful organisations will be classified into five categories based on their capacity, with certificates remaining valid for two years.
The Board stated that the initiative would strengthen confidence in training providers by ensuring that only organisations with the required facilities, personnel and technical competence are certified to deliver industry training.
It added that the certification system would improve the quality, credibility and standardisation of training programmes while supporting the development of a highly skilled Nigerian workforce.
As part of the application process, organisations are required to submit verifiable information on their facilities, instructors, accreditations, equipment and operational capacity. The Board will conduct documentary reviews and, where necessary, physical or virtual inspections before issuing certification.
The NCDMB emphasised that the application, processing and approval of the NCTRC are completely free of charge.
It warned applicants against engaging consultants or agents, stressing that all applications must be submitted directly through registered companies’ NOGIC-JQS accounts in compliance with the Presidential Directive on Local Content Compliance.
The Board also cautioned that the submission of forged or falsified documents constitutes a criminal offence and could result in administrative sanctions, cancellation of certificates and prosecution under relevant Nigerian laws.
Training service providers and other stakeholders have been urged to study the NCTRC Application Guidance Notes and commence applications through the NOGIC-JQS portal.
According to the Board, the launch of the NCTRC underscores its commitment to developing a globally competitive Nigerian workforce by ensuring that training within the oil and gas industry meets established standards of quality, competence and excellence in line with the Nigerian Oil and Gas Industry Content Development Act.
